What is Organized Retail Crime?

Organized Retail Crime (ORC) is an organized effort by two or more persons to convert illegally obtained merchandise or cash into financial gain through theft or fraud. This usually involves the theft of multiple quantities of similar products or thefts from multiple stores, multiple jurisdictions or multiple states.

The National Retail Federation (NRF) 2011 Organized Retail Crime Survey revealed that criminals involved in organized retail crime are becoming more violent, putting the safety of both associates and customers at risk.  The members of these crime rings are often engaged in other illegal activities. Retailers estimated 41 percent of apprehended offenders are involved in "gateway" crimes to include drugs, weapons and gang activity. Organized Retail Crime affects almost every single retailer, with 95 percent reporting they have been a victim of these crimes in the past 12 months.  This is up six percent from 2010.

The National Retail Federation 2010 Organized Retail Crime Survey revealed ORC losses are estimated at $15-30 billion annually.  Many times, retailers and law enforcement officials find it difficult to track these crime gangs because they cross jurisdiction boundaries in a matter of hours. However, new technologies are beginning to play a vital role in tracking thefts and criminal behavior even through various states and at different retail establishments.  Colorado Organized Retail Crime Alliance (COORCA) is an example of this technology!

The Response

Partnerships between law enforcement and retail investigators are forming to combat ORC.  These alliances share cross-jurisdictional information to identify, disrupt, and apprehend Organized Retail Crime crews.

Join Colorado's "Crime-Fighting" Community

COORCA is a statewide crime-fighting partnership.  This alliance allows retailers and law enforcement to communicate about criminal activity impacting businesses on a real-time basis while preventing other partners from being victimized. The searchable website and its mapping capabilities are focused on providing real-time criminal intelligence.  Through this collaborative partnership, law enforcement and the business community will be able to work together to identify offenders and resolve cases, all while developing new and innovative ways to combat ORC networks.
